Lindi and Mtwara Agribusiness 
Support project (LIMAS)is a bilateral development project, funded jointly by the Governments of Tanzania and Finland. The purpose of LIMAS is to assist rural population generate increased income through developing agriculture and forestry production, processing and marketing. LIMAS has a technical team of five national and international senior consultants and four junior experts, and an administrative team of three staff. The project has its main office is in Mtwara and additional offices in Newala and in Uwale.

Reports to: Director of Finance and Administration
Job summary
The incumbent is expected to embody proactive assurance of the integrity and excellence of Africare/Tanzania’s human/administrative function thereby providing timely technical advice to the Director of Finance and Administration. Oversee all human resource issues with a close feed back to the head of the department. S/he will assists in setting Africare Country Office priorities, has strategic planning and operational responsibilities.
Duties and Responsibilities:
• Oversee all personnel management, actions and payroll records in accordance with Africare and Government of Tanzania policies and procedures.
• Maintain and update staff personnel files and records including salary, annual and sick leave compensation, managing staff absences and ensure proper tracking of staff accrued leave days.
• Assist in setting Africare Country Office priorities.
• Prepare quarterly Host Country National personnel reports as required.
• Lead and guide the Africare Staff in staff training/developing, coaching, identifying staffing gaps and make recommendations to senior management.
• Take a leading role in motivating staff to contribute as fully as possible to the development of the organization’s programs.
• Supervise and coordinate the work of all staff following the Tanzania labor regulations.
• Supervising the recruitment of required staff in relation to the ongoing operational needs and project requirements, in accordance with host country labor laws, good practice and organization’s procedures. Conducting induction of administrative staff as required; provide technical and administrative line management to staff under his/her supervision.
• Review of benefits schemes such as health insurance provider on a yearly basis and advise the management accordingly
• Build capacity of staff both at country and field offices.
• Set annual targets for each staff of the unit in consultation with the staff. Maintain ongoing monitoring of the performance of staff against targets and take corrective steps if targets are not being met.
• Supervise annual performance appraisals review for all staff in accordance with Africare staff policies.
• Develop annual staff development plans taking into consideration areas of weaknesses and skill gaps noticed during appraisals and from staff career plans.
• Maintain good and productive relations between staff and Africare management by playing a positive role as a link between the management and Staff.
• Develop human resource short term training updates.
• Monitor and update yearly staff performance evaluation.
Qualifications and Experience
• A successful candidate must have a bachelor degree or its equivalent in Human Resource Management, Public Administration, Business Administration or any other related discipline with post graduate qualifications in human resources management or its equivalent.
• Professionalism: Knowledge of human resources policies, practices and procedures and ability to apply them in organizational practice.
• Three (3) years or more experience in practicing human resources management in a reputable organization is highly desirable.
• Knowledgeable of USAID rules and regulations and other international donors is a prerequisite
• Outstanding verbal and written communication skills in both English and Kiswahili.
• Computer literate with reporting skills
• Loyalty and a high level of integrity and confidentiality.
• Sound knowledge of Tanzania Employment Regulations.

Accounting and Administration Officer
ACRA-CCS Iringa
ACRA-CCS is an Italian Foundation operating in Tanzania since 2005 in partnership with associations, local authorities and governmental agencies in social development including development of infrastructures and capacity building of those deputed to their management.
ACRA-CCS Foundation is seeking an Accounting and Administration Officer able to work independently to undertake a wide range of duties associated with its programs.
KEY RESPONSIBILITIES:
The Accounting and Administration Officer is responsible for
1.Assisting the Country Administrator and the Project Managers in maintaining the general ledger and balance sheet reconciliations;
2.Monitoring and supervising debts and payments in all currencies to suppliers and to staff, ensuring complete compliance with the laws, donor’s procedures and ACRA-CCS internal procedures;
3.Process payment of PAYEE, NSSF and SDL
4.Using appropriate software to process data and produce reports as required, in order to facilitate efficient operations;
5.Preparing and monitoring monthly cash flows and funding requests related to all activities;
6.Preparing and monitoring monthly Bank and Cash reconciliation;
7.Maintaining accurate and comprehensive records in compliance with internal procedures and donor’s requirements;
8.Follow up VAT and Duties Exemptions;
9.Support to the Project Managers for the preparation of tenders and purchase procedures
10.Archiving receipts, invoices and all the supporting documents for accounting;
11.Permanent follow up of the expenditures for Vehicles and Phones;
12.Maintaining Inventories, Tender and Contracts Registers
13.Maintain personnel files including leave periods and prepare contracts.
SELECTION CRITERIA
•Certificate or Diploma in Accountancy or Degree in Administration, Finance or related;
•Desirable 3 + years’ experience working in administrative/financial department of a reputable organization;
•Sound knowledge of the English language;
•Knowledge of accounting softwares
•Ability to work independently with strong attention to detail;
•Understanding of legal financial obligations in Zanzibar and Mainland Tanzania;
•Excellent analytical skills and abilities.
•Work Place will be in Iringa.
MINIMUM QUALIFICATIONS
