On behalf of Tanzania Public Service College (TPSC) and Tanzania Buildings Agency



(TBA) Public Service Recruitment Secretariat invites qualified Tanzanians to fill 34
vacant posts in the above Public Institutions.
NB: GENERAL CONDITIONS
i. All applicants must be Citizens of Tanzania and not above 45 years old, however,
should also observe the age limit for each position where indicated.
ii. Applicants must attach an up-to-date current Curriculum Vitae (CV) having reliable
contact, postal address, e-mail and telephone numbers.
iii. Applicants should apply on the strength of the information given in this advertisement.
iv. Applicants must attach their detailed relevant certified copies of academic certificates:
- Postgraduate/Degree/Advanced Diploma/Diploma/Certificates.

vi. Testimonials, Partial transcripts and results slips will not be accepted.
vii. Presentation of forged academic certificates and other information in the CV will

viii. Applicants employed in the public service should route their application letters

ix. Applicants who have/were retired from the Public Service for whatever reason should not apply.

xi. Certificates from foreign examination bodies for ordinary or advanced level education should be certified by The National Examination Council of Tanzania (NECTA)
xii. Certificates from foreign Universities should be verified by The Tanzania Commission for Universities (TCU)

1.0 TANZANIA PUBLIC SERVICE COLLEGE.
The Tanzania Public Service College (TPSC) is a Government Executive Agency established in 2000 as a direct response to fill a void for a sustainable public service training institution. TPSC offers programmes that are directly linked to Government business agenda and demand driven. As the demands for the public service to offer quality services at affordable costs increase, it is imperative that the service should be staffed with competent personnel. Hence, TPSC’s core business is to develop the appropriate public service competences, which will transform the service into effective and efficient machinery that will strive to meet citizen’s needs in terms of services. TPSC’s Mission is to improve the quality, efficiency and effectiveness of the public service of Tanzania by providing comprehensive training, consultancy and applied
research interventions.
Currently, TPSC has campuses at Dar-Es-Salaam, Tabora, Mtwara, Singida, Tanga and Mbeya.

 Bachelor’s Degree in the field of Records and Archives Management
 Candidate should be eligible for registration as technical teacher with a G.P.A of not less than 3.5 in Bachelor degree.
1.4 TUTORIAL ASSISTANT(SECRETARIAL STUDIES)- 5 POSTS

1.10 TUTORIAL ASSISTANT (PROCUREMENT AND LOGISTIC MANAGEMENT)- 2 POSTS

1.13 TUTORIAL ASSISTANT (COMMUNICATION SKILLS OR LINGUISTICS (ENGLISH LANGUAGE)- 1 POST
1.14 DUTIES AND RESPONSIBILITIES

1.15 QUALIFICATIONS AND EXPERIENCE
 Bachelor’s Degree in the field of Communication skills or linguistics (English language)
 Candidate should be eligible for registration as technical teacher with a G.P.A of not less than 3.5 in Bachelor degree.
1.16 ADMISSION OFFICER- 5 POSTS
1.17 DUTIES AND RESPONSIBILITIES
 Performs functions of students’ admissions
 Allocates students in respective NTA Levels
 Assists in determination of enrolments budgets in a semester in all programmes.
 Prepares report of registered students for other use/decision making processes.
 Coordinates students’ orientation program in liaison with dean of students.
 Teaches up to NTA level 6
 Supervises students’ field and project reports
1.18 QUALIFICATIONS AND EXPERIENCE
 Bachelor’s Degree in mathematics /statistics OR Computer science, data base management from a recognized institution and eligible for registration as technical teacher with a minimum pass of not less than 3.5 G.P.A in Bachelor degree.
1.19 LIBRARY OFFICER – 5 POSTS
1.20 DUTIES AND RESPONSIBILITIES
 Assists in preparation of reference materials to students & academic staff
 Identifies reading materials for users
 Assists in preparation of issuance Library material policies
 Prepares and documents library users
 Assists in preparation and documentation of all library information using computer technology
 Supervises Library Assistants
 Maintains public and staff catalogues.
1.21 QUALIFICATIONS AND EXPERIENCE
 Bachelor degree in Library and Information Studies or equivalent from a recognized institution.
 Computer knowledge will be an added advantage
1.22 ACCOUNTANT- 1 POST
1.23 DUTIES AND RESPONSIBILITIES
 Approves payment vouchers
 Prepares monthly revenue & expenditure reports.
 Supervises Assistant Accountants in their daily activities
 Undertakes bank reconciliation
 Prepares imprests utilization reports
 Supervises accounting functions in a section
1.24 QUALIFICATIONS AND EXPERIENCE
 Bachelor Degree in Accounting and who has acquired CPA (T), or equivalent qualifications registered as Associate Certified Public Accountant with related work experience of minimum of three years
2.0 TANZANIA BUILDINGS AGENCY (TBA)
The Tanzania Buildings Agency is a Government Executive Agency established under the Executive Agencies Act No. 30 of 1997 (as amended by the Executive Agencies (Amendments) Act 2009) to deal with Building Consultancy as well as Real Estate Development and Management Services for the Government and public servants.
2.1 FINANCE MANAGEMENT OFFICER - 3 POSTS(RE-ADVERTISED)
2.2 DUTIES AND RESPONSIBILITIES
 Assists the head of Finance in establishing the costs for the various projects, operations and activities of the organization.
 Analyze various investment options in projects and composition of assets for the organization.
 Ensures that proper books of accounts are maintained as per International Financial Reporting standards (IFRS) and other generally accepted accounting principles.
 Determine and acquire the required funding for investments based on optimal finance costs and capital mix.
 Carry out costs reconciliation for projects on regular basis and report to management.
 Handle all aspect related to management accounts of the prescribed projects in accordance with the approved budget.
 Maintain records of all assets of the organization and perform period accounting tests in terms of existence and valuation.
 Advice the Head of Finance on the financial status of the project/investments at hand.
 To prepare periodic reports on the status of the project at hand and produces reports in time.
 Prepare of projects/investments accounts, budgets, plans, and costs.
 Keeps all accounting records in relations to the projects
 Provide support to auditors and others for all matters related to his/her role for compliance.
 Ensure the financial operation and reporting of the organization comply to the required standards and statutory requirements
 Perform any other duties as may be assigned by his/her supervisor from time to time.
2.3 QUALIFICATIONS AND EXPERIENCE
 Bachelor Degree either in Business Administration, Finance or Economics from a recognized institution of higher learning.
 CPA (T) holder
 Must be computer literate
2.4 REMUNERATION
 According to Government pay scale TGS D and other fringe benefits.
