POSITION: CHIEF LEGAL COUNSEL & COMPANY SECRETARY
Reporting to: Managing Director
Division: Company Secretariat


JOB PURPOSE

Responsible for the management of all legal risks across the Company, ensuring legal and regulatory compliance and to provide effective company secretariat function.

The intended candidate will head the company secretary Unit within the Company which entails dealing with complex legal instruments and contracts. He or she will also manage the litigation portfolio and will also manage a number of risks across the Company.

PRINCIPAL ACCOUNTABILITIES:

• Perform a strategic role to the executive management and the Board as a secretary to all meetings and ensure proper and accurate records of the proceedings are kept.
• Provide prompt and effective legal advice across the company
• Manage a sizable team of in-house legal counsel as well as external legal counsels contracted by the Company
• Attend to court cases and specifically manage litigation risks
• Manage secretariat function in order to ensure that it contributes to the strategic goals and operational efficiency of the organization.
• Manage other legal functions i.e., contracts, legal and regulatory compliance) and processes.
• Monitor changes in relevant legislations and the regulatory environment, and take appropriate actions to communicate and adopt them in TANESCO to ensure compliance.
• Promote proactive and constructive management of company secretary unit by developing appropriate strategic objectives that support TANESCO corporate objectives
• Assist in execution of contracts on behalf of the Company by contributing effectively in the business processes redesign and policies review.
• Custodian of the Company Seal and legal documents.
• Ensure proper utilization of resources (human capital, financial and other Company assets) within the Unit in order to support Corporate Business sustainability.


MINIMUM EDUCATION AND EXPERIENCE:

• Bachelor Degree in Law (LLB) from a recognized University
• Master’s Degree in Law/Business Administration
• Advocate of the High Court of Tanzania.
• 8 years working experience 3 of which in Senior Managerial Position

Contract of three (3) years – renewable based on performance.

POSITION: MANAGER PROCUREMENT
Reporting to: Managing Director
Division: Procurement


JOB PURPOSE:

Lead and manage the implementation of the approved Company’s procurement and disposal plans.

The intended candidate is expected to possess extensive expertise and experience in handling procurement in a large size organization. Knowledge of the types of procurement undertaken by TANESCO is key.


PRINCIPAL ACCOUNTABILITIES:

1. Manage the Annual Procurement Plan of the Company taking into account the needs and resources.
2. Facilitate the entire procurement process as well as and disposal by tender activities of the Company.
3. Act as a secretary to the Tender Board, and ensure proper functioning of the Tender Board and coordinate the implementation of its decisions.
4. Keep records on all procurement and disposal by tender processes including maintaining a register of all contracts awarded.
5. Manage key supplier relationship to deliver performance in cost saving and quality including technical input for negotiation on strategically significant contracts.
6. Manage and maintain good business relationship with Service providers, contractors and other procurement stakeholders within procurement legal frame work of the country to ensure optimal performance including provision of technical inputs to negotiation in strategic contracts.
7. Ensure compliance with the Public Procurement Act and its regulations.
8. Advice the Management on all issues related to procurement and disposal by tender activities of the company in compliance with the requirements prescribed under the Public Procurement Act and its regulations including any guidelines issued by PPRA from time to time.

MINIMUM EDUCATION AND EXPERIENCE:

• Bachelor’s Degree in Procurement/ Commerce /Finance / Engineering
• Master’s Degree in related field
• Holder of a recognized professional certification by PSPTB
• 8 years of working experience 3 of which in a senior position)Â

Job Title: Income Generation Officer (1 Post)
Reports to: Operation Manager
Location: Dodoma
The Income Generation Officer is to operate and develop Income Generation Project, training and consulting community.

Duties and Responsibilities
• Conduct business and financial literacy/management training for Income Generation program participants.
• Organize, conduct, and facilitate trainings and workshops for Income-Generation participant groups.
• Develop and foster networks with other Income-Generation Projects both locally and nationally in order to identify effective approaches.
• Partner with project groups to effectively plan, implement, and monitor Income Generation activities
• Secure funding and resources (e.g. facilities, people) for Income Generation activities through fundraising, sponsorships, and interested investors.
• Create, develop, and enact new income generation projects that enable Income Generation groups to be (come) self-reliant.
• Conduct regular monitoring and evaluation
• Write proposal and required reports
• Performs other related duties required

Skills and Experience
• Project development and business skills.
• Experience in the development and operations of income developing projects.
• Ability of managing finances (budget and expenditure) for small and large projects.
• Driven and proactive approach to work.
• Ability to work on deadlines/targets independently and within a team environment.

Qualification and experience
• At least three/four (3-4)years of experience in Community Development projects.
• A Degree in Community Development, Community Economics, Economics, Business Administration or related field.
• An excellent written and oral command of English
• Knowledge on Project Cycle Management, Humanitarian Principles, Cultural awareness (Cross cultural working, Inter-personal skills, dealing with local authorities, common ethical dilemmas)
• Excellent communication skills
• Knowledge of Microsoft Office
• Must be energetic and passionate hard-working person with willingness to learn and grow

Njombe Development Office (NDO) requires the services of a qualified person to fill up the position of Business Development Officer

Job Title: Business Development Officer

Position Description
Responsible for coordinating all entrepreneurship, market development and finance activities as well as establishing/promoting linkages with private sector companies in Tanzania under the guidance of the technical staff from CRS and partner Project Coordinator. Responsible for coordinating the development of sustainable farmer organizations.

Key Responsibilities

• Provide/facilitate capacity development training and support to project staff and community volunteers to effectively mobilize and deliver organizational and business development services to farmers (i.e. farmer mobilization, organizational development, business planning, market and information linkages, and financial services).
• In collaboration with CRS Marketing and Financing Manager and Partner Project Coordinator, identify key market players and facilitate linkage to farmers
• Ensure there is up to date information about market for soybean and access to markets
• Participate in developing business plans and training program, and conduct training to farmer groups and individual farmers
• Coordinate linkage to service providers to deliver services and trainings to farmers such as financial literacy trainings, agriculture loans, and inputs.
• Work with Field Extension officers and partner project coordinator to train the groups on business planning and develop bankable-business plans for farmer groups and individual farmers
• Conduct monthly periodic reviews to ensure that all business plans are adhered to and the entrepreneurial capacity of farmers is enhanced
• With support from CRS technical leads and partner project coordinator develop a sustainable marketing structure to enhance market access
• In collaboration with CRS Marketing and Financing Manager and partner Project Coordinator, develop linkages with other actors in the value chain and create partnerships to benefit farmers' business enterprises
• Ensure timely data collection on marketing, finance and business development service activities and compile monthly and quarterly reports
• Ensure that project implementation plan, quarterly reports and documents for M & E are up to date.



Qualifications/Experience
• A degree in Agribusiness, Agricultural Economics, or any other relevant qualification from a recognized university
• At least 5 years work experience in community mobilization, organizing and training farmers in agribusiness development and marketing
• Knowledge and experience in participatory training methodologies
• Networking experience with private sector and other stakeholders
• Strong written and verbal communication skills in English and Swahili
• Proficiency in computer use - Microsoft Word and Excel
