Responding to the request from the GoT to support the scale-up of the PSSN programme by. strengthening core processes and enhancing programme efficiency and effectiveness, four UN agencies (UNDP, UNICEF, UNFPA and ILO are implementing a two-year programme to strengthen social protection in general and PSSN/TASAF III in particular.
Within this programme, one of the key activities supported by UNICEF is designing and implementing an integrated community education package to stimulate demand for basic services and promote other community positive & safe behaviors.
OBJECTIVE OF THE ASSIGNMENT
The objective of the consultancy is to design and support implementation of an integrated Community Education
Package (CEP), strategy & plan to positively influence uptake of basic social services and promote other key positive and safe behaviors within the community; as well as enhance inclusion and participation of the vulnerable are marginalized. A solid piloting will be conducted in a limited number of districts for evaluation. ,.
WORK ASSIGNMENTS
The consulting team will provide technical assistance and contribute to the development and implementation of an integrated evidence-based Community Education Package aiming at behaviour development/change at individual, household and community levels in districts/sub-districts where TASAF III/PSSN is being implemented and UNICEF operates. The choice of messages and' broader strategy will build on available sub-national data and secondary analysis.
Based on the C4D strategy, the consulting team will adapt/develop layout, pre-test and finalize culturaily relevant communication materials for the delivery of the CEP to the target audience, using an effective mix of messaging strategies and channels. The consulting team will be informed by a mapping of what is existing to avoid duplication
Finally, the team will develop a comprehensive M&E framework for the roll out of the CEP, with clear indicators to track the impact of C4D.
QUALIFICATIONS AND EXPERIENCE
Advanced university degree in social/behavioral sciences (sociology, anthropology) with emphasis onparticipatory communication, communication planning, social mobilization, participatory research and training.
At least 4 years progressively responsible work experience in the planning and management of social and community development programmes (communication for development).
Expertise in production of communication for development teaching/learning/facilitation material.
Fluency in English and Kiswahili are requested.
Excellent facilitation and training skills.
