Description
The MEASURE Evaluation Project, based at the Carolina Population Center at the University of North Carolina at Chapel Hill (UNC), is a global health project funded by the U.S. Agency for International Development (USAID). MEASURE
Evaluation focuses on monitoring and evaluation (M&E) of population, health, and nutrition programs and improving health sector decision-making. The Project recently received a 5-year Associate Award from USAID/Tanzania and is seeking an experienced Information, Communication and Technology (ICT) expert to support the Departments of Social Welfare in Mainland and in Zanzibar to develop national management information systems (MIS) for most vulnerable children (MVC).

The ICT expert will work closely with the Chief of Party, the USAID/Tanzania Mission, and project staff representing MEASURE Evaluation’s five partners (ICF-Macro, Futures Group, JSI, MSH, and Tulane University).

Working with Futures Group’s ICT team, and the Departments of Social Welfare, the ICT expert will manage the design, development and implementation of the MVC MIS in Mainland and the MVC MIS in Zanzibar.
Among the core responsibilities, the ICT expert will advise the Chief of Party and the Departments of Social Welfare on the scope and functions of the MVC MIS, as well as the rollout of the new systems in select districts in Mainland and Zanzibar.
The ICT expert will also assist in building capacity to use the system through training and mentoring of DSW staff and other stakeholders.

The ICT Expert will ideally have a bachelor‘s degree in a relevant discipline and at least four years’ experience working in Africa (preferably in Tanzania) or other developing countries. S/he must have advanced skills in informatics and experience designing electronic information systems.

This position will be based in Dar es Salaam, Tanzania, with frequent travel anticipated in-country. MEASURE Evaluation will determine whether to employ for this position on a part-time or full-time basis depending on actual needs of the project.
Education Requirements:
• A minimum of a bachelors’ degree in a related discipline such as information systems or related areas is required.


Qualification & Experience Requirements:
• At least 4 years of experience in related area, i.e. managing and/or developing large electronic information systems
• Knowledge of database design/structure
• Experience with .Net, MS SQL, MySQL, PostgreSQL, JavaScript, HTML, XML preferred
• Proficient in .Net with sold object oriented skills preferred
• Familiarity with data import and export functions from various formats
• Knowledge and/or experience implementing software design components including coding, code documentation, unit testing and debugging
• Experience in source code management preferred
• Knowledge and/or experience following software best practices in an Agile / SCRUM environment
• Excellent communication skills (email, Skype, telephonic) and technical report writing
• Experience in health, community programs, social services, etc preferred but not required
• Fluency in English and Kiswahili is required
