POSITION OBJECTIVE




Plans, organizes, and directs work of one or more survey parties engaged in surveying earth's
surface to determine precise location and measurements of points, elevations, lines, areas, and
contours for construction, mapmaking, land division, titles, mining or other purposes:
Researches previous survey evidence, maps, deeds, physical evidence, and other records to
obtain data needed for surveys.
Principal Accountabilities:
• Carry out surveying and mapping studies for the company’s activities to make sure that
projects planning, design, implementation and operations are executed adequately to meet
Tanzanian and donors safeguard and legal requirements either independently or jointly with
external consultants and in collaboration with other relevant company business units and
government authorities.
• Coordinates findings with work of engineering and other technical personnel, clients, and
others concerned with project.
• Follow up, review and comments on surveying and mapping studies carried out on behalf of
the company by external consultants and ensure that they adequately conform to policies,
laws guidelines and criteria set by the governmental authorities and donors supporting our
projects.
• Develops new data from photogrammetric, remote sensing records (aerial lidar survey,
satellite
• Keeps accurate notes, records, and sketches to describe and certify work performed.

• Determines methods and procedures for establishing or re-establishing survey control
• Provide technical and professional support in the implementation of surveying and mapping
including resettlement monitoring.
• Ensure Land surveying and mapping matters are timely and properly addressed to avoid
tarnishing the company’s image.
• Assumes legal responsibility for work and is licensed by state.
• Assist in developing establishing and implementation of the Land management system i.e.
policy, guidelines and programs of the Company’s undertakings in collaboration with the
relevant business units in the company as well as the relevant Government Authorities.
• Working closely with environmental officers and sociologist to all new projects in the
Preparation of Resettlement Policy Frameworks (RPF) and Resettlement Action Plans
(RAPs) as well as implementation of resettlement action plans.
• Establish and maintain good working relationship with relevant government departments,
other institutions and organizations outside the company on Land surveying and resettlement
matters.
• Enhance the company’s professional performance, taking into account technical and
scientific developments as well as rendering of satisfactory services to customers.
• Educate, train and motivate employees to conduct their activities in an environmentally
responsible manner and to ensure that operating practices comply with professional best
practice.
• Contribute to the transfer of environmentally sound technology and management methods
throughout the industrial and public sectors.
• Ensure proper Land information management of the company infrastructures is established
and maintained.
• Responsible for the safe custody of company assets and records under the section and
ensure their proper maintenance and use.
• Assist in preparation of activities, action plan for the section and budget.
PROFESSIONAL AND INTERPERSONAL DETAILS
Minimum Requirements;
• Degree in Land Surveying, Geomatics, Geoinformatics, or its equivalent; Tanzanian Land
Law is part of the course.
• Training in surveying and mapping activities, Land and resettlement monitoring
programmes and related training.
• At least three years of experience in related field with some exposure to the engineering
surveying related activities (i.e.Topographic, Hydrographic, engineering surveying sector
industry is essential).

POSITION OBJECTIVE

Planning and implementing Company’s goals and objectives so as to achieve its vision and mission for the Transmission Business unit. This involves directing, planning and implementation of the power system expansion, including generation and transmission to meet the growing demand as well as operating and maintaining the existing power system.

KEY RESPONSIBILITIES

Direct the design of the transmission business plans and direct implementation of the transmission business plan to meet the set targets.
Direct transmission procurement activities for power system expansion and maintenance of the existing system, involving various studies, implementation of projects & maintenance works and, acquisition of tools & spare partsDirect the preparation of demand forecast followed by a generation plan and ensure optimal dispatch of all generation plants in accordance with the demand.
Direct safe, efficient and reliable operation and maintenance of the transmission network that involves transformers, switchgears, protection and communication equipment to ensure a high level of availability and reliability of the power system.
Direct efficient maintenance of the transmission network, which includes transmission lines and transmission substations that involves transformers, switchgears, protection and communication equipment to ensure a high level of availability and reliability of the power system.
Direct commercial contract negotiations for new Power Purchase Agreements (PPA), Power Supply Agreements (PSA), and gas negotiations as well as management of the contracts to ensure minimization of costs to the company.
Direct the preparation, periodic updating and implementation of the Power System Master Plan (PSMP) that shows a long-term roadmap for the least cost power system expansion plan covering generation and transmission.
Direct feasibility studies for power system expansion projects, including environmental studies and solicitation of financing for the projects as well as the implementation of major projects for power system expansion, rehabilitations and maintenance.
Direct the preparation and updating of tariff studies and interact with the electricity regulator so as to establish cost reflective tariffs for the company.
Direct applied research on appropriate technologies like alternative and renewable energy technologies, power quality improvement and promotion of low cost electrification technologies
Construction and maintenance of company buildings
Maintain an appropriate organization structure with adequate staff based on company’s needs and priorities and management of staff in the transmission business unit
Plan and implement staff development training.
 Preparation and submission of relevant managerial and technical reports related to the transmission business unit operations.

POSITION OBJECTIVE

KEY RESPONSIBILITIES

Manage all financial and revenue functions of the organization including sourcing of financial resources to ensure business growth and continuity

Monitor and review operational levels of various Power Plant installations in view of maximizing Plant availability of Generating units. These include monitoring proper interaction of Operators with Operator station, Station computers, Main control system, Data communication system, SCADA system and other installations.
Timely report and interact with the Maintenance department for any discrepancy occurrences on the grid/generator sets.
Prepare and submit weekly, monthly, quarterly and annual reports on operation activities of Kihansi and Uwemba Units. This should include breakdowns, power dispatch and Hydrological information. Data analysis must be made to facilitate generation forecast and improvement of maintenance frequencies.

Facilitate operational link between Kihansi and SCADA focused on optimal utilization of Kihansi Generating sets. These include advice operating on Outage requests and timely delivery of necessary information.

To maintain fresh water supply for domestic use and initiate and supervise all civil works at the plant
Provide technical and professional support in the implementation of environmental mitigative and administer environmental monitoring. Ensure environmental matters are timely and properly addressed to avoid tarnishing the company’s image.
Supervise environmental and social activities at the Plant. This includes proper implementation of EMP activities which include regular maintenance of artificial sprinkler and infrastrure built in the gorge. Also ensure proper management of the catchment area and implementation of water right.

Working closely with head office environmental department in developing establishment and implementation of the environmental management system i.e. policy, guidelines and programs of the company’s undertakings in collaboration with the relevant business units in the company as well as the relevant Government Authorities.
 Prepare and submit weekly, monthly, quarterly, and annual reports on environmental and social activities related to the area of your jurisdiction. Also submit weekly, monthly, quarterly and annual reports in regard to Hydrological data as captured from the dam. Also budget requirements for environmental and social activities.
Ensure company safety rules and regulations are adhered to all the time when carrying out your activities. The priority must be the safety of personnel and security of the company equipment.

Education:
Good Bachelor Degree/Advanced Diploma in Environmental Engineering.
EIA registered expert will be an added advantage.

ACCOUNTANT – 1 Post
Reports to: Plant Manager
Responsible for planning, organizing, staff and development of Plant financial affairs and marketing activities under the supervision of Plant Manager Office for the accounting functions.

KEY RESPONSIBILITIES
Lead the Accounts section, managing, mentoring and motivating the team.
Undertake monthly/annual staff reviews.
Ensure that procedures are properly documented.
To supervise staff under you and ensure that financial, procurement and supplies related matters are practiced in accordance to the prevailing regulations.
In charge of all financial activities in TANESCO Mtwara, including control of budget expenditure and providing budget with financial information that meet each section need.
Preparing annual budget and updates forecasts as necessary and present the budget to Plant management.
Responsible for the correct operation and allocation of works orders and keep its records including R&M management.
Responsible for safe custody of safe keys, cheque books, LPO’s and any other important financial documents.
Certifying local purchase orders, payment vouchers and be second cheque signatory adhering to the authorization limits stipulated in the company’s financial regulations.
Pursue personnel development of skills and knowledge necessary for the effective performance of the function.

Minimum Requirements;
A good bachelor degree in Accountancy, Bachelor of Commerce in Accountancy, BAF or its equivalent in the field

Reports to: Plant Accountant

POSITION OBJECTIVE

Accurately and timely preparation, allocation, posting and reporting of all capital works orders, and preparing all necessary certificates.

Specific Duties and Responsibilities
To ensure correct operation and allocation of capital works orders (CWO), R&M Works Orders, and Changeable Works Orders etc.
To prepare all necessary certificates promptly as instructed in the accounting instruction and other reports and submit to relevant authorities.
To maintain proper records of all works orders opened and closed.
To perform any other duties that may be assigned to you from time to time.

Knowledge, Skills and Experience
Ordinary certificate of secondary education and above
Holder of ATEC II or Ordinary Diploma in accountancy

KEY RESPONSIBILITIES
To manage and coordinate all stores processes in the Plant to ensure that availability of materials, tools and equipment.
To advise Plant Manager regarding store matters to ensure adherence to the company and public stores regulations.
To maintain and control stocks of materials to ensure efficient delivery and issues of the same.
To plan, monitor and control the activities of members of department in order to ensure the most effective utilization of resources and achievement of objectives and targets.
To produce monthly reports and returns in order that the management gets informed of the regional performance.
