Learning Officer

Overall Responsibility:
Under the guidance of the Learning, Monitoring and Evaluation Manager, the LearningOfficer is responsible for developing and fostering a culture of learning and innovationwithin Twaweza, including Twaweza’s partners where possible and desired. The LO isfurther responsible for monitoring of the Twaweza program, documenting lessons learntand communicating those within Twaweza, and in close consultation with the Learning,Monitoring, and Evaluation Manager at times outside Twaweza.

Specific Responsibilities
1. Assist in developing and improving methods for monitoring that will bring outmonitoring data relevant to Twaweza’s Theory of Change;
2. Work closely with the Program Officer to analyze monitoring data and translatecreatively into well documented lessons.
3. Develop methods to ensure that learning usefully feeds the other Twaweza units,Twaweza partners and the wider Twaweza environment, including global.
4. On a continuous basis provide monitoring data, reports, assessments, lessons,partners products and other documentation to the external evaluators, and liaise withthe external evaluators.
5. Pull together all relevant lessons and information from other Twaweza units andexternal evaluators to inform the Program.
6. Organize internal learning in a creative and effective manner

General Responsibilities
1. Successfully implement above responsibilities and assigned activities (andassociated budgets) in work plans, consistent with Twaweza Policies;
2. Contribute effectively to planning, monitoring, reporting and information disseminationof
Twaweza’swork;
3. Comply with and foster adherence to the established Twaweza policies,regulations, guidelines and procedures;
4. Participate actively in organization‐wide learning and other joint activities;
5. Undertake any other lawful tasks as may be assigned by the Supervisor or the Headof Twaweza.

Core Qualifications & Competences
1. A Bachelor’s degree in a relevant field;
2. At least three years of relevant work experience;
3. Keen understanding of Tanzania’s political and social dynamics;
4. Analytical and conceptual skills, and able to translate these into programdevelopment;

Overall Responsibility:

Specific Responsibilities

Website and Social Media 
1. Learn, develop, coordinate and maintain an effective social media presence for 
Twaweza in Kiswahili and English, including through blogs, facebook, twitter and other 
means as appropriate; 
2. Support colleagues in ensuring Twaweza websites in Kiswahili and English are up to 
date, functional, compelling and accurate, liaise with website developers and technical 
support as needed.

Content Production 
1. Write and produce high quality communication materials, including website content, 
and effectively communicate these across key audiences in Kiswahili and English; 
2. Edit materials (papers, briefs, power point presentations, etc) in Kiswahili and English 
and undertake full quality assurance to ensure that they conform to Twaweza 
standards and will promote the image and objectives of the organization;

Project Engineering Manager ( Gas Pipeline )

Project: MTWARA TO DAR ES SALAAM PIPELINE PROJECT 

The project is a typical gas transmission system consisting of a network of gas transmission pipelines 

and two gas treatment plants. 

Primary Objective of this role:

Responsible for coordinating all engineering activities associated with an EPCm project as part of an integrated project team.

The position is based in the Dar-Es-Salaam, Tanzania, project office. Rotational role 8 weeks on two weeks off.

Specific Accountabilities:

To ensure Health, Safety and Environment has the highest priority in all activities undertaken by all Engineering and Design personnel. Ensure the project team follows safe working practices and follow HSE procedures.
Responsible for the overall technical integrity of the project.
Ensure that the engineering and design activities meet or exceed engineering standards with regards to quality, cost, safety and performance.
Ensure that the EPC Contractor effectively plan and manage the engineering and design systems implementation, technical specifications, standard drawings standard setup of models etc.
Ensure that Value Engineering/Improvement practices are implemented where applicable.
Ensure that the EPC Contractor deliver consistent, quality technical outputs (In conjunction with QA/QC Manager).
Ensure and manage effective technical interfaces with the Customer, EPC Contractor, PMC Team and Contractors / Suppliers.
Ensure effective management of third party consultants/specialists.
Ensure that the Safe & Sustainable Engineering for Asset Lifecycle (SEAL) framework plan is prepared and implemented for the project, with specific ensuring safety in design.
Ensure that effective monitoring of engineering progress is conducted by the EPC Contractor.
Provide technical support, advice and direction to the PMC Team and Customer representatives.
Assist and drive the resolution of design changes and technical queries.
Assist with the prioritization of engineering work.
Management and effective implementation of an engineering change process by the EPC Contractor.
Ensure that effective co-ordination of peer reviews, design reviews, and squad check processes are in place and optimally utilised.
Ensure that all structured project reviews take place like the HAZOP, Operability and Maintainability, Constructability, etc. reviews, as well as the close-out of any outstanding actions.

Job Requirements

Minimum Expected Qualifications and Experience

A Degree qualified engineer (Mechanical or Process) from a recognized institute.
Minimum of ten (10) years of experience in a similar position in the Hydrocarbons industry, with specific experience of gas treatment plants and pipelines.
Professionally registered with an Engineering Body. (Professional or Chartered status)
High level of understanding of management of interfaces across multi-functional groups.
