The project will enable most vulnerable children (MVC) and other young people to access services for improving health, nutrition, education, protection, livelihoods and psychosocial well-being.
1, DIRECTOR OF MONITORING AND EVALUATION – to be based in Dar es Salaam
Position Key Responsibilities:
• Leading the design and implementation of the project’s monitoring and evaluation activities, including development of a Performance Monitoring and Learning Plan; development and monitoring of project indicators; implementation of baseline, midterm and end line studies; oversight of data collection and analysis; synthesis of data and study outcome reports; quality assurance and auditing of data;
• Leading the design and implementation of the project’s research activities, including operations research, performance evaluations, impact evaluations and rapid/special studies. Leading efforts to identify key research questions and develop studies that test innovative strategies for addressing improving the quality and uptake of key services by orphaned and vulnerable children, youth and their caregivers;
• Leading a robust “collaboration, learning and adaptation” agenda for the program, designing and implementing mechanisms for continuous learning, collaboration and adaptation for project staff, partners, donors, host country government counterparts and other stakeholders.
• Overseeing the dissemination of information on successful and promising approaches, lessons learned and other program results;
• Ensuring that data from the project is fed into national health management information systems and promote its use;
• Capacity building of staff, implementing partners, government counterparts, and other stakeholders in program monitoring and evaluation, data collection and management, and research and learning methods;
• Ensuring all research and evaluation conducted under the project include a gender focus that promotes gender equitable programming.
Position Requirements:
• Master's Degree or higher in monitoring and evaluation, public health, demography, health management, social science, biostatistics, statistics, or a related field required.
• 8+ years’ experience in monitoring, evaluation and research efforts, preferably with respect to child welfare and protection systems strengthening, capacity building, economic strengthening, and service delivery. 3+ of those years should include supervisory experience.
• Strong quantitative or mixed-method and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
• Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS) and experience training others in its use is highly desirable.
• Demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills.
• 2+ years’ experience living or working in Tanzania or another developing country is preferable.
• Experience with a USG cooperative agreement preferred.
• Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
• Strong interpersonal, writing and oral presentation skills in English.

2, DIRECTOR OF FINANCE AND ADMINISTRATION – to be based in Dar es Salaam
Position Key Responsibilities:
Responsible for financial and administrative aspects of the project, including budget development and monitoring, prime award monitoring and compliance, sub award management, procurement, and logistics. Also will establish and maintain sound financial management practices, and ensure the project’s compliance with FHI 360 and USAID procedures, rules and regulations.
Position Requirements
• Master's Degree or higher in accounting, finance, business administration or related field.
• 8+ years of relevant experience in financial management, including overseeing the finance and operations of equally large and complex projects.
• Minimum of 5 years managing sub grants.
• 2+ years’ experience working in a developing country; Tanzanian experience is preferred.
• Familiarity with USG rules and regulations is required.
• Knowledge in generally-accepted accounting, budgeting and fiscal control principles
• Relevant skills in automated accounting software systems and database spreadsheets
• Experience building capacity in financial management of community-based organizations and implementing partners.
• Demonstrated ability to create and maintain effective working relations with NGO partners, community-based organizations and international donor agencies.
• Demonstrated leadership qualities, depth and breadth of financial management expertise
• Strong interpersonal, writing and oral presentation skills in English.
• Ability to work independently and manage a high volume work flow
• Relevant computer software skills and familiarity with accounting software

3, ECONOMIC STRENGTHENING TECHNICAL ADVISOR – to be based in Dar es Salaam
Position Key Responsibilities:
Responsible for designing, implementation and technical quality of strategies and activities to improve the economic stability of households caring for OVC- of which will include- strategies and interventions for household income-generation and savings among families with OVC; strategies and interventions that promote economic empowerment of youth; technical leadership to project to ensure economic strengthening activities are in line with best practices for addressing needs of OVC, youth and their caregivers; capacity building of staff, implementing partners, government counterparts, and other stakeholders in strategies for economic strengthening of households; development of effective methodologies for identifying appropriate HES interventions; promotion of linkages and facilitation of relationships between partners, market actors and organizations with special expertise in HES activities.
Position Requirements:
• Master's Degree or higher in economics, international development or a related field required.
• 8+ years’ experience designing, implementing and monitoring household economic strengthening activities working on multifaceted and complex international development programs.
• At least 5 years of technical management experience, including direct supervision of technical team and implementing partners.
• Experience in leveraging private sector partnerships and resources for creation of business opportunities, business mentorship and skills training, market access, strategies to strengthen household resilience, etc.
• Demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills.
• 2+ years’ experience living or working in Tanzania or another developing country is preferable.
• Experience with a USG cooperative agreement preferred.
• Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
• Strong interpersonal, writing and oral presentation skills in English.
• Ability to work independently and manage a high volume work flow and ability and willingness to travel to program areas and internationally required.
