POSITION DESCRIPTION:
UNICEF Tanzania is planning to recruit an Education Specialist responsible to the post holder ensures timely implementation of equity related issues by:
-leadinq programming for integrating equity in education,
focusing on MVC especially girls and children with disability;
-supportinq areas of school-based gender empowerment programs, life skills, including HIV prevention and gender responsive education; and
-leadinq programming in alternative education, focusing on basic literacy, numeracy and life skills, ensuring linkages with formal education and
social protection.
This will be achieved through the incumbent's active participation in appropriate Government, UN, DPG and NGO forums (including UNDAP Education meetings) and working with key partners to review, develop and provide technical assistance for the implementation and monitoring of key policies and plans.
Major Accountabilities
• Timely sectoral analysis and periodic update of the rolling Situation Analysis made to ensure equity dimension integrated for effective programme planning, development and management. Partnership with the stakeholders, including knowledge institutions strengthened to further understanding of barriers to and opportunities for advancing equity in education
• Takes lead for EQUAL Programme on Life Skills and Care & Support for MVC by representing and actively participating in appropriate Government, UN, DPG, and NGO forums (including UNDAP Education meetings), working with key partners on all Life Skills and Care & Support for MVC related issues
• Knowledge management effectively promoted through drafting/finalizing key Education sectoral programme documents and the design and delivery of alternative education for school aged children and adolescents. Supports Chief of Education in key administrative functions, including coordinating the implementation, monitoring, planning and disbursement of EQUAL Programme funds, ensuring they are properly administered, liquidated and utilized in accordance with the AWP and PBAs, preparation and chairing of Section meetings when appropriate and representing the Programme with the Section Chief in the Programme Management Team meetings
• Co-ordinates draft inputs into key country documents, including the Situation Analysis, Annual Work Plan, Integrated Monitoring and Evaluation Plan, the Country Programme Document, Annual Review and Work plan, Joint Programme documentation, etc for final review by Programme Section Chief
• Enhances inter-sectoral collaboration with other Programmes, particularly Child Protection, Social Protection and the Children and AIDS on issues related to Life Skills, health, nutrition and hygiene and sanitation education; care & support for MVCs, and represents UNICEF at high level strategic group meetings on these issues, while working to ensure effective communication strategies in place to support Education and Care & Support for MVC
• Takes a lead role in ensuring that Life Skills and Care & Support for MVC data base is enhanced nationally and utilized for enhanced evidence based planning nationally, in Zanzibar and the focus districts, through overseeing the design and dissemination of appropriate studies and interacting with the Education Sector Management Information System initiative that the UN is supporting
Expected Qualification and Experience
Advanced University degree in Education or Social Science, preferably focused on Life Skills, health education and/or care and support issues. Eight years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring and evaluation, in a related field
Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.

The incubator is funded by NORAD on a project basis and implemented jointly by IMED Foundation and Norwegian Society for International Development (Norges Vel).lt will, initially serve entrepreneurs based in Dar es Salaam, Coast and Morogoro Regions with the main office being in Dar es Salaam.

Purpose, Duties And Responsibilities
The Incubator Manager will be responsible for overall management of operations of the incubator and provide direct business assistance to clients. He1she will provide the daily energy and hands on management that is catalytic to the incubator's mission. He/she will be well connected to professional and technical knowledge networks in the community and would serve as a conduit to a resource network of service providers that provide expert assistance to incubator clients.
QUALIFICATIONS
A degree in business, economics or technology or other related fields and demonstrated expertise and experience in support start-ups.
