POSITION DESCRIPTION:
Junior Expert (JE) National, for Programme: Support to Private Plantation Forestry and Value Chains in Tanzania Position: Junior Expert

Duty station: Njombe, Mufindi, Kilolo, Makete, Ludewa and Kilombero districts. Duration:2 years.


The overall aim of the programme is to reduce poverty and inequality in the Southern Highlands region by increasing income through developing sustainable plantation forestry and creating job opportunities and employment in the production value chain. The programme will encourage sustainable land use planning, assist the establishment of Tree Growers Association and increase capacities of key beneficiaries by establishing a sector wide capacity building programme involving all stakeholders, local and national training providers.
The JPE is attached to the Human Resource Development (HRD) component of the Programme. He/she will work closely with the Capacity Building Manager and Community Development Expert.
The key role of the JE is to provide assistance to the capacity building manager to effectively carry out all programme related activities. He/she will liaise with stakeholders and assist in interpretation and translation of documents, training materials and within work situations, where Swahili language is required. He/she must have knowledge of cultural and social issues in community relations and be sensitive to discuss cultural matters. He/she should have good knowledge of farmer's living conditions including of women and children and other vulnerable groups. Her/his academic background will be in forestry or related area.
The JE will have the opportunity to take part in training programmes and courses during the whole assignment period. Identification of training needs will be done participatory with the JPE and whenever needs occur. A detailed training plan will be prepared in the inception phase.
The main responsibilities are:
Assist in planning of component activities in the inception phase
Assist in preparing surveys for baseline data collection related to capacity building needs Assist in conducting surveys for baseline data collection
Monitor the Service Providers in scheduling and implementing training Translate wherever necessary relevant documents in Swahili and English
Assist in data entry and analysis of data for baseline (socio-economic) and training needs assessment Prepare consultations with relevant stakeholders including meetings and work shops
Assist in reporting of stakeholder consultation outcomes
Assist in training material production and awareness program on forest related topics Liaise with stakeholders, especially TGAs and community based groups
Qualification:
Tertiary qualification (Bachelor Degree) in social science or in natural resource management with specialization experience in capacity building/training. At least two years of work experience.
MSc is considered as an advantage.
Skills:
Profound knowledge in Microsoft applications, fluent in English (spoken and written), good analytical and organisational skills, fluent in Swahili, good communication skills. ~
Desired: Basic knowledge in planning of training programmes, formulating of objectives and indicators; good presentation skills; basic knowledge of community work and strategies,.some working experience in organizing training and training courses, and preparing training materials.
Working experience with a local NGOs, organisation or CBO in forestry, rural development and/or environment conservation is an asset.

POSITION DESCRIPTION:
Position: Administrative assistant
Duty station: Njombe
The Private Forest Programme (PFP) aims at increasing rural income in the Southern Highlands of Tanzania through developing sustainable and profitable forestry and value addition in the entire production value chain from quality seeds to quality products in the markets. The programme will be implemented through tree growers associations (TGAS) to be organized in the project area. PFP will support sustainable and participatory land use planning, and develop the capacities of tree growers, SMEs and extension and business service providers. The programme will be implemented in Njombe, Mufindi, Kilolo, Makete, Ludewa and Kilombero districts. The programme key implementing entities and partners include the Ministry of Natural Resource and Tourism, the Tanzania Forest Services, District Councils of the area, training and research organizations, TGAs and their district apex entities as well as medium and large-scale private forestry plantation owners/wood processors. The programme is funded by the Ministry for Foreign Affairs of Finland.
The Private Forestry Programme is implemented by a consortium formed by Indufor Oy and Niras Finland. The programme started it operations in January 2014 and is looking for a competent Administrative assistant.
Under the direction of Programme director, the Administrative assistant will be responsible for the administrative and secretarial services of the Programme.
The Administrative assistant will implement and monitor that the policies and procedures are followed during the implementation of the Programme.
The Administrative assistant will have the responsibility for ensuring a high degree of accuracy and quality in all administrative transactions so the work run efficiently and accurately and that records and made and reported.
Qualifications and Experience
An Advanced Diploma in Secretarial Studies, Office Management or a related discipline. 3 years of experience in a busy office environment at a senior level. Knowledge in records management is essential.
Skills and Competences:
Modern office management skills; good computer skills, communication skills, ability to work under pressure and meet tight deadlines, capacity to deliver at expected quality, proven public relations and customer care.
MAIN FUNCTIONS
• Manage the Office, provide secretarial services and ensure Security and safety of Office and Information.
• Provide administrative support including travel.
• Manage the programmes fleet of cars
• Arrange for timely requisition of office supplies and stores.
• Facilitate information sharing between various departments.
• Prepare briefing materials for meetings and appointments and taking minutes and dictation.
• Receive, attend to and direct customers/visitors appropriately.
• Manage and update office dialy, draft responses to correspondences and arrange for appointment and meetings.
• Maintain good customer relations with employees, customers and general public.
• Create and maintain appropriate record and filing sub-systems for the Office.
• Handle incoming/outgoing calls and manage with the Registry in respect to incoming and outgoing correspondences;
and
• Promote a positive corporate culture and image of the Programme
Duration: until 31.12.2017
