NATIONAL CHANGE MANAGEMENT ADVISOR
Introduction
The Government of Tanzania through Prime Minister’s Office Regional Administration and Local Government (PMO-RALG) has received credit form the International Development Association (IDA) and grant from DANIDA for implementation of Tanzania Strategic Cities Project (TSCP). The project targets eight urban Local Government
Authorities (LGAs) namely Tanga, Arusha, Mwanza, Ilemela, Kigoma, Dodoma, Mbeya and Mtwara. In Dodoma the project is implemented by Dodoma Municipal Council and
Capital Development Authority (CDA). The Project objective is to improve quality of and access to basic urban services through rehabilitation or upgrading of urban infrastructure and strengthening institutional capacity for O&M and infrastructure development.
PMO-RALG invites candidates to apply for the position of National Change Management Advisor to support participating LGAs and CDA in the implementation of the Institutional Strengthening interventions for the TSCP. Specifically, the Advisor is expected to ensure that a strong cultural and technical change is made at all LGAs’ departments for Improved capacity for urban development and management; Improved asset management and O&M; Enhanced management and cost recovery of key urban services including solid waste; Improved strategic urban planning and improved own source revenue. Institutional strengthening interventions are funded by the DANIDA and assignment duration is expected to be of period of 6 months starting on the 5th of May,2014.
Scope and responsibilities
The National Change Management Advisor will have the overarching objective to assist PMO-RALG and the participating LGAs/CDA in change management of their service delivery and application of new systems established under the project. She/he will liaise with participating LGAs and PMO-RALG on mindset change to own and comply with of new ways of doing things.
Specifically, the services to be provided will include mentoring, on-the-job training,workshops and field visit to Participating LGAs and CDA. The expert will be based at Dares Salaam TSCP office.
Required qualifications and skills:
Broad knowledge of the Tanzanian Local Government sector and how it operates,
Knowledge of the operational aspects of own-source revenue collection, municipal finance and accounting systems in a developing country context,
Understanding of the cost structures of local government own-source revenue generation,
Evidence of implementation of Change Management initiatives before,
Proven ability to deliver support in the form of on-the-job training and mentoring as well as formal training,
At least 8 years experience in public service with demonstrated success as a team leader. The applicant is also expected to have:
Master’s level education in social sciences and preferably with urban planning experience;
Knowledge of the Tanzanian tax system is essential;
Experience of the Tanzanian local government system and operations is essential;
Understanding of Development Partner/ World Bank management systems and reporting;
Excellent communication and report writing skills in English is essential.
